From the tip (highest point of the fins) is starts to go down as if it was cut with scissors. Just want to know if its poorly shaped and worth 25 bucks?

Really hard to tell from that picture.
The shape seems better fair but don't expect to much for an adult $25 Discus.

If it looks good to you, the shape is fine. Don't get caught up on what discus are supposed to look like. If its apeals to you that is all that matters.

Not all of us are about 100% daily water changes and 15" discus.

"Stunted" fish need love too. :)
