Sam, there could a number of reasons for that; age of the parents, water conditions, external stressors, etc. Some pairs will eat their wigglers for quite some time before they get it right and some pairs will never stop. Perhaps you could tell us something about your fish; type, age, how long they have be breeding and eating their wigglers. Also what are your water parameters like, your WC schedule and the tank the pair are in.

So you have a pair of discus breeding in a community tank and having the wigglers being eaten is pretty common in this situation. It would be best to put the pair in a breeding tank.

You also might consider reading some of the information in the beginner section of the forum.

Sam, welcome to SD.

As Pat mentioned, look over the beginner section and the breeders section to help get you on the right track. Many times when the parents eat the eggs or fry, it is usually because they might be new to parenting or water conditions are not right. For many breeders, there are many reasons why, but it only takes one successful spawn to possibly get them on the right track.

Tell us more about your setup and water conditions. Also what types of food you are feeding them.
